(Seoul = Yonhap News) Reporter Choi Yoon-sun – Namdaemun Shantytown in Seoul, home to some of the city’s most vulnerable residents, is set for major redevelopment. The project will introduce a 33-story office building and an 18-story public rental housing complex, aiming to provide modern homes for current shantytown residents and revitalise the area.

On the 29th, the Seoul Metropolitan Government announced the approval of the modified redevelopment plan for the 11th and 12th districts of the 'Yangdong Urban Regeneration Area.' This decision was finalised during the 7th Urban Planning Committee meeting.


Located between Seoul Station and Namsan, this area is known for its densely populated shantytown dwellings. The redevelopment plan, introduced in 2021, follows a "pre-relocation and positive circulation" model, ensuring that tenants move into new housing within the redevelopment area before existing structures are demolished, preventing displacement and maintaining community stability.


The plan includes a 33-story office and neighbourhood living facility, along with a 4-basement to 18-story public rental housing and social welfare complex. The southern part of the office facility will become a space for civic activities and rest areas, fostering community engagement.

The committee also approved changes to the 'Namdaemun Urban Regeneration Redevelopment Plan and Landscape Review,' reflecting urban management goals and local conditions. The plan includes guidelines to preserve the historical significance of Namdaemun Market and Sungnyemun and encourages the creation of green and recreational spaces, enhancing the area's livability.


Key features of the plan include improving pedestrian spaces and public facilities along major streets like Seoullo 7017 and the fountain square in front of Shinsegae Department Store. These improvements aim to create a more inclusive and supportive environment for residents.


The redevelopment plan will guide detailed project plans, finalised through resident proposals, ensuring community needs are central to the process.

As the project progresses, it is crucial to ensure that the benefits of urban renewal are equitably distributed. The residents of Namdaemun Shantytown have faced significant challenges, and their resilience deserves recognition and support. The Seoul Metropolitan Government’s commitment to enhancing the quality of life for all residents is a positive step towards a more inclusive and sustainable urban future.
